The Department of Veterans’ Affairs (VA) offers multiple types of support for veterans who struggle with alcohol and drug use. This includes disability benefits for those whose substance use disorder stems from a mental or physical health condition caused or worsened by their time in the service, such as PTSD or depression. Substance Abuse and VA Disability Claims
The VA does not typically provide benefits for substance use disorder alone. However, veterans may qualify for compensation if their substance abuse is secondary to a service-connected health condition.
A secondary service connection refers to a disability that is caused by an in-service injury. For example, post-traumatic stress disorder (PTSD), depression, anxiety, or chronic pain, all of which are correlated with a higher risk of substance use disorder.
Eligibility Criteria for VA Disability Related to Substance Abuse
To qualify for VA disability for substance use disorder, a veteran must show that their condition is secondary to a service-connected mental or physical health injury.
Additional requirements include:
- History of active duty, active duty for training, or inactive duty
- Other-than-dishonorable discharge
- A VA disability rating for one or more service-related conditions that substance abuse is secondary to
- Medical evidence showing the link between substance abuse and qualifying condition(s)
Dependents of veterans with secondary substance use disorder may qualify for compensation as well.
Getting a VA Disability Rating for Substance Abuse
VA disability ratings for substance abuse disorders are based on how significantly the condition affects a veteran’s disability, daily life, and employment capabilities.
The VA will not provide a VA disability rating for substance abuse alone. Instead, the VA evaluates substance use disorders based on how they impact the symptoms and severity of the service-connected disability they are secondary to. A veteran who suffers from service-related PTSD, for example, may suffer additional work and social impairments due to alcohol or drug addiction, and thus be eligible for a higher VA rating and more compensation.
How to Apply for VA Disability Benefits for Substance Abuse

Obtain Medical Evidence:
You will need to provide medical documentation that supports your substance abuse diagnosis and the connection to your service-connected condition, such as PTSD or depression.

Complete VA Form 21-526EZ:
This form is used to apply for VA disability benefits. Be sure to indicate that your substance abuse is linked to a service-connected disability.

Submit Your Claim:
You can submit your claim online through the VA’s eBenefits portal or by mailing it to your local VA regional office.

Attend a Compensation & Pension Exam (C&P Exam):
If necessary, the VA may schedule a C&P exam to assess the severity of your substance abuse and its impact on your health and ability to work.

Common Challenges When Applying for Substance Abuse-Related VA Disability Benefits
The fact that the VA typically does not award benefits solely for substance abuse can be a challenge for veterans and their dependents.
To receive VA benefits for drug or alcohol addiction, veterans must first prove they have a qualifying service-connected disability and then look into additional compensation for substance use disorder. This hurdle can complicate the application process, since veterans must provide additional supporting evidence with their claim, including treatment records and personal statements demonstrating the connection between their service-connected condition and substance abuse.
Please note that you do not need to qualify for VA benefits in order to take advantage of other VA programs for substance abuse, such as free or low-cost addiction counseling, residential care, and medically-managed detoxification.
